TITLE: Italy's ADM Activates Online Complaints Portal for Distance Gambling Players

On August 3, 2026, Italy's Agenzia delle Dogane e dei Monopoli (ADM) announced the activation of a dedicated portal for complaints and reports concerning distance gambling (online gaming). The portal becomes operational on September 10, 2026, and implements requirements set out in Article 17(3)(c) of the distance gambling concession agreement and Article 12(2) of the gaming account contract template.
The portal establishes a single point of access for players to submit complaints or reports regarding gaming account management, concession administration, gaming products, and other matters within ADM's remit. The two-stage complaint process requires players to first submit complaints directly to their gaming concession operator (concessionaire), which must respond within 72 hours (calculated on working days only). If a player receives no response or finds the response unsatisfactory, the player may escalate the complaint to ADM exclusively through the portal. Upon escalation, ADM may conduct further investigation and grant the concessionaire an additional 72 hours to respond. ADM's final response to the player closes the complaint and cannot be reopened.
Players access the portal via https://www.adm.gov.it/portale/portale-delle-segnalazioni using SPID (Sistema Pubblico di Identità Digitale) or CIE (electronic identity card) authentication. Players without these credentials may submit complaints by email to dir.giochi.gad-scommesse@adm.gov.it, providing identity documentation, gaming account number, concessionaire details, and a detailed description of the alleged violation. From September 10, 2026, ADM will redirect complaints received at its institutional email addresses to the portal, informing users they must first contact their concessionaire directly. The portal enables ADM to monitor concessionaire compliance with the 72-hour response obligation.
