TITLE: Bank of England Appoints Chair and Deputy Chair of Enforcement Decision Making Committee

On August 3, 2026, the Bank of England announced the appointment of Nicholas Segal as Chair and Peter King as Deputy Chair of its Enforcement Decision Making Committee (EDMC), effective August 1, 2026, following an external recruitment process. The appointments replace Sir William Blair and Philip Marsden, whose terms expired at the end of July 2026.
The EDMC is the Bank's decision-making body for contested enforcement cases across its statutory regimes, including Prudential Regulation, Financial Market Infrastructures, Resolution, Securitisation, Wholesale cash distribution, Critical Third Parties and Notes issuance. When firms or individuals contest enforcement cases brought by the Bank, the EDMC Chair convenes a panel of three or more members to consider evidence, hear representations and make decisions. Nicholas Segal is a Judge of the Grand Court of the Cayman Islands, Assistant Justice of the Supreme Court of Bermuda and a Deputy High Court Judge in the Hong Kong Court of First Instance. He is a barrister with significant experience in insolvency, banking, conflicts of law and restitution, and teaches on the University of Oxford's Bachelor of Civil Law programme. Peter King is a qualified solicitor and former partner at Linklaters specialising in corporate mergers and acquisitions and equity capital markets. He served as Legal Director at HM Treasury from 2017 until his retirement in 2025, where he provided legal advice on financial services regulation, Brexit, pandemic response and geopolitical matters. He is currently a non-executive director of Trading 212 UK Ltd.
EDMC members are appointed for five-year terms and may be reappointed for a second term, with a maximum of two terms permitted. The full EDMC Procedures are published on the Bank of England's website.
