The Commissioner of Banks (Commissioner) having determined that Checkings LLC d/b/a Family Financial Centers, (ChecKings or the Company) located at 328 Main Street, Everett, Massachusetts, Joana de Oliveira Mclaughlin and Diane Cammarata have engaged in, or are engaged in, or are about to engage in, acts or practices constituting violations of Massachusetts General Laws chapter 169A, and applicable regulations found at 209 CMR 45.00 et seq., hereby issues the following Findings of Fact and Temporary Order to Cease and Desist (Temporary Order) pursuant to Massachusetts General Laws chapter 169A, section 9(b).

The temporary order immediately prohibits ChecKings, McLaughlin, and Cammarata from engaging in check cashing activities. McLaughlin and Cammarata are further prohibited from holding ownership positions or control person responsibilities in any entity licensed under chapter 169A. ChecKings must secure all business records, reimburse fees collected for unlicensed activities, and post consumer complaint information at its location and websites. The order becomes permanent unless ChecKings requests a hearing within twenty days of July 31, 2026.
