TITLE: European Union Adopts Restrictive Measures Against Russian Military-Industrial Complex Actors

On July 30, 2026, the Council of the European Union issued a statement by the High Representative on behalf of the EU regarding the alignment of certain countries with restrictive measures targeting actions undermining or threatening Ukraine's territorial integrity, sovereignty, and independence.
On July 17, 2026, the Council adopted Decision (CFSP) 2026/1780, which imposed restrictive measures against one person and five entities responsible for actions undermining Ukraine's sovereignty. The decision specifically targeted actors involved in Russia's military-industrial complex. The measure forms part of the EU's broader sanctions regime in response to Russia's military aggression against Ukraine.
Nine countries aligned themselves with the Council Decision, committing to ensure their national policies conform to the restrictive measures. These countries include Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova, Montenegro, North Macedonia, Norway, and Ukraine. The EU welcomed these countries' commitment to align with the decision, noting that their participation strengthens the unified international response to threats against Ukraine's territorial integrity.
The restrictive measures represent a coordinated effort among EU member states and aligned third countries to target individuals and entities supporting Russia's military capabilities and operations. The decision is published in the Official Journal of the European Union under reference OJ L 2026/1780 (July 17, 2026).
