TITLE: European Central Bank Publishes Digital Euro App Accessibility Standards Update

On July 16, 2026, the European Central Bank (ECB) published a status update on the accessibility of the digital euro app, outlining its design approach to ensure financial inclusion for all users, including those with disabilities, limited digital skills, and elderly persons.
The ECB has designed the digital euro app to exceed minimum accessibility requirements by complying with the European Accessibility Act (EAA) at AA level while incorporating additional Web Content Accessibility Guidelines (WCAG) AAA features applicable to payment applications. The app will support multiple input modes including keyboard, touch, and stylus; integrate with assistive technologies such as screen readers and voiceover functionality; and provide enhanced visual contrasts and cognitive accessibility features. Additional features include timeout warnings to prevent data loss, deactivatable animations, context-sensitive help, and error prevention mechanisms. The ECB specified that app content must adhere to lower secondary level language, avoiding abbreviations, technical jargon, and ambiguous terminology.
The ECB developed this approach through extensive stakeholder collaboration, including engagement with consumer associations, accessibility experts, the general public via user research and usability testing, and euro area central banks through a dedicated working group. In 2026, the ECB and the Once Foundation signed a collaboration agreement to provide technical advice on accessibility requirements, collaborate on app design, and test accessibility functionalities once prototypes become available.
To meet the pilot launch target in the second half of 2027, the ECB will incorporate these requirements into the digital euro app delivery plan, validate the design proposal through usability and accessibility testing, and continue engaging with accessibility and inclusion experts to refine user journeys and user interface design.
