TITLE: Mexico's Institute for the Protection of Bank Savings Simplifies Guaranteed Obligations Payment Request Procedure

On July 29, 2026, Mexico's Diario Oficial de la Federación published an agreement by the Institute for the Protection of Bank Savings (Instituto para la Protección al Ahorro Bancario, IPAB) simplifying the administrative procedure for the "Request for Payment of Guaranteed Obligations" (Solicitud de Pago de Obligaciones Garantizadas), identified with homoclave IPAB-00-003.
The agreement eliminates and streamlines requirements for this procedure, which applies to individuals and entities seeking to claim guaranteed bank deposits. The IPAB eliminated the requirement to submit a certified copy of a death certificate as a standalone document. The agreement also consolidates and clarifies documentation requirements, reducing bureaucratic complexity. Key changes include: accepting simplified identification documents (voter credentials, passports, or military service credentials for Mexican nationals; passports or valid migration documents for foreign nationals); accepting simple copies of death certificates issued abroad with proper apostille certification; permitting simple power-of-attorney documents signed before two witnesses for claims up to one thousand times the daily minimum wage in Mexico City, without requiring notarisation; and clarifying documentation requirements for fiduciaries, legal representatives, and government entities. The procedure now requires only a bank statement, official identification of the applicant, and appropriate documentation establishing legal standing or personality.
The IPAB must update the Unified Citizen Portal for Procedures and Services within one year to reflect these changes and adjust internal administrative procedures and registration systems accordingly. The agreement entered into force on the business day following publication. Procedures submitted before publication remain subject to previously applicable regulations. Until the National Registry of Population (Registro Nacional de Población, RENAPO) validation system is operational, the IPAB will continue accepting certified death certificate copies where system validation is unavailable.
