TITLE: Russia's Central Bank of Russian Federation Opens Public Consultation on Digital Currency and Financial Asset Regulations

The Central Bank of Russian Federation (CBR) opened public consultations on multiple draft normative acts governing digital currencies, digital assets, and related financial activities. The CBR published nine draft regulations for public discussion, with comment periods extending through early August 2026.
The draft regulations address key areas of digital finance regulation. A draft regulation establishes qualification requirements for individuals performing functions at digital currency exchange organisations, digital depositaries, and operators of information systems issuing digital financial assets, alongside CBR decision-making procedures under the Federal Law on Digital Currencies and Digital Rights. A second draft regulation sets requirements for digital depository activities, including procedures for opening and maintaining digital accounts and related operations. A third draft regulation establishes minimum capital requirements for digital depositaries and operators of information systems issuing digital financial assets, specifying asset composition and capital calculation methodologies.
Additional drafts address credit history formation procedures, updating existing CBR regulations on this topic. The CBR also proposed establishing registries for digital currency exchange organisations, digital depositaries, and operators of information systems issuing digital financial assets. Further drafts concern capital adequacy standards and currency risk exposure for banking groups, voluntary insurance conditions and disclosure requirements, insurance tariffs for mandatory liability coverage related to dangerous facilities, and amendments to existing insurance regulations.
Stakeholders must submit comments by specified deadlines ranging from July 30 to August 11, 2026, to designated CBR email addresses corresponding to each draft regulation.
