TITLE: U.S. Department of the Treasury Designates Four Individuals and Nine Entities Supporting Iranian Financier Zanjani's Sanctions Evasion Network

On July 24, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated four individuals and nine entities that form key components of Babak Zanjani's broader Iranian sanctions evasion network. The action targets Zanjani's Iran-based operations under the "Dot One" conglomerate and companies outside Iran that have supported his flagship OFAC-designated digital asset exchanges, Zedcex Exchange Limited (Zedcex) and Zedxion Exchange Limited (Zedxion).
OFAC designated Zanjani and his two largest digital asset projects on January 30, 2026. Following his death sentence commutation in 2024, Zanjani re-emerged as a backer of regime-linked economic projects by 2025. The Dot One conglomerate comprises multiple Iran-based companies across diverse industries including logistics, telecommunications, aviation, transportation, and digital assets. OFAC designated Dot One Value Creation Group and Dot One Gold Company as primary holding entities, alongside Dot One Rail Company, Dot One Barter Company, Dot One Airlines Company, and Dot One Trip. Supporting entities designated include Istanbul-based Zedpay Finansal Sistem Ve Hizmetleri Anonim Sirketi (Zedpay), Dubai-based Zedx DMCC (Zedx), and Dubai-based BZ Diamond FZCO (BZ Diamond). Four individuals were designated: Mehdi Rezazadeh, chairperson of Zedpay; Sukhrob Oimakhmadov, manager of Zedx; Bahareh Morteza Zanjani, Zanjani's sister and manager of BZ Diamond; and Solmaz Bani, Zanjani's significant other.
All property and interests in property of designated persons within the United States or in possession or control of U.S. persons are blocked. U.S. persons are generally prohibited from engaging in transactions involving designated persons unless authorized by OFAC license. Violations may result in civil or criminal penalties. Non-U.S. persons are prohibited from causing U.S. persons to violate sanctions or engaging in conduct that evades U.S. sanctions. Individuals providing information about sanctions violations to the Financial Crimes Enforcement Network's whistleblower incentive program may be eligible for awards if enforcement actions result in monetary penalties exceeding $1,000,000.
