TITLE: Brazil's Ministry of Finance Opens Consultation on Fixed-Odds Betting Authorization Rules

On July 22, 2026, the Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) opened a public consultation to support the drafting of a decree defining authorization conditions for fixed-odds betting operators in Brazil. The consultation, identified as SPA/MF No. 3/2026, was published in the Official Gazette of the Union and runs for 45 days, beginning July 27, 2026 and ending September 9, 2026.
The consultation seeks contributions and information to guide the future ordinance, which will establish the conditions operators must meet to obtain authorization to operate fixed-odds betting commercially. Any individual or legal entity can participate through the Portal Brasil Participativo, accessible at brasilparticipativo.presidencia.gov.br. The regulatory framework underpinning this consultation comprises Law No. 13.756 (December 12, 2018), Law No. 14.790 (December 29, 2023), and Article 29 of Decree No. 12.002 (April 22, 2024).
Following the consultation deadline, the Prizes and Betting Secretariat will analyze all submissions received in accordance with article 31, sole paragraph, of Decree No. 12.002. The notice was signed by Daniele Correa Cardoso, Secretary of Prizes and Betting at the Ministry of Finance.
Stakeholders seeking to influence the regulatory framework for fixed-odds betting authorization should submit their contributions through the Portal Brasil Participativo by September 9, 2026. The resulting decree will establish formal authorization procedures for commercial fixed-odds betting operators operating in Brazil.
