TITLE: Central Bank of Ireland Appoints External Reviewer for Independent Enforcement Review BODY: On July 22, 2026, the Central Bank of Ireland commissioned an independent review of its enforcement activities. Governor Gabriel Makhlouf appointed Josephine Feehily, former Chair of the Revenue Commissioners and first Chair of the Policing Authority, to lead the review. The Central Bank's enforcement function supports credible deterrence and accountability, promotes high standards of conduct, and strengthens trust and confidence in the financial system. Over the past decade, the financial system has grown larger, more complex, and more interconnected, prompting the need to assess the effectiveness and efficiency of the Central Bank's enforcement framework. The review will examine the performance of enforcement activities within the wider supervisory framework, including structures and processes for enforcement decision-making, case-selection criteria, timeliness, and transparency for the public, firms, and individuals affected. The review will also consider best practice by domestic and international regulators and applicable international standards and principles. Feehily brings extensive experience from senior positions in the Irish public service. She served as Commissioner and executive Chairman of the Revenue Commissioners from 1998 to 2015, during which time she chaired the World Customs Organisation and the OECD Forum for Tax Administration. She subsequently established and chaired Ireland's first Policing Authority to oversee the Garda Síochána's policing functions and make senior appointments independent of government. She has also chaired the Pensions Commission and currently serves as Chair of the Governing Body of the Technological University of the Shannon. Feehily will engage with senior management and staff across the Central Bank and external stakeholders as necessary.
