TITLE: Canadian Investment Regulatory Organization Releases 2025-2026 Enforcement Report Highlighting Regulatory Activities

On July 22, 2026, the Canadian Investment Regulatory Organization (CIRO) released its annual Enforcement Report detailing enforcement activities, investigations, and proceedings against dealers and approved persons who contravened CIRO regulations during the previous fiscal year.
The report demonstrates CIRO's commitment to protecting investors and strengthening market integrity through enforcement action. CIRO hearing panels imposed over $15 million in sanctions against firms and individuals during Fiscal Year 2026, with suspensions and permanent bans imposed in the majority of cases against individuals. The enforcement activities focused on high-impact cases addressing serious misconduct, particularly those involving the effectiveness of supervision and internal controls, as well as gatekeeping obligations for regulated entities and individuals in capital markets.
Key statistics from the reporting period include 6,692 complaints reviewed from sources including the public, whistleblowers, the Complaints and Settlement Reporting System (ComSet), provincial commissions, other regulators, and internal CIRO departments. CIRO completed 151 investigations and concluded 48 enforcement proceedings. Significant achievements included the launch of a new Disgorgement Distribution Program, which enables disgorged funds to be distributed directly to investors who suffered financial losses from misconduct. Additionally, CIRO's Complaints and Inquiries team partnered with the Canadian Securities Administrators (CSA) and other stakeholders to launch an initiative identifying and removing fraudulent and scam investment websites more rapidly.

The report provides transparency into CIRO's enforcement process and updates investment and mutual fund firms, their representatives, the public, and regulatory stakeholders on enforcement priorities and activities.
