TITLE: Florida Office of Financial Regulation Approves Settlement with Western Union Financial Services

On July 17, 2026, the Florida Office of Financial Regulation (OFR) entered a Final Order approving a Stipulation and Consent Agreement with Western Union Financial Services, Inc., operating as Orlandi Valuta and Vigo Remittance, resolving compliance violations identified during an examination.
Western Union Financial Services, Inc. holds a Part II Money Services Business licence (FT20800067) in Florida and is subject to regulation under Chapter 560, Florida Statutes. The OFR conducted examination number 131591 to assess the company's compliance with state money services laws. The examination identified two violations: failure to timely report the addition of control persons in violation of Rule 69V-560.201(3), Florida Administrative Code, and section 560.126(3), Florida Statutes; and failure to timely report changes in banking information in violation of Rule 69V-560.201(2), Florida Administrative Code, and section 560.126(2), Florida Statutes.
Rather than pursue formal administrative proceedings, the parties resolved the matter through settlement. Under the agreement, Western Union Financial Services agreed to pay an administrative fine of $7,000, to cease and desist from future violations of Chapter 560, Florida Statutes, and to comply with all provisions of the money services regulations. The company must submit the fine by wire transfer, cashier's check, or money order payable to the Office of Financial Regulation, referencing Case Number 133874, and sent to the Agency Clerk at Post Office Box 8050, Tallahassee, Florida 32314-8050.
By consenting to the Final Order, Western Union Financial Services waived its right to an administrative hearing, separately stated findings and conclusions of law, and the right to appeal the determination. The Final Order constitutes final agency action and may be enforced pursuant to Chapters 560 and 120, Florida Statutes.
