TITLE: United States Office of Foreign Assets Control Updates Russia-Related Sanctions Designations

On July 20, 2026, the United States Office of Foreign Assets Control (OFAC) updated its Specially Designated Nationals (SDN) List with Russia-related designations under Executive Order 14024.
OFAC added two entities to the SDN List. ATS Heavy Equipment and Machinery Spare Parts Trading LLC, based in Dubai, United Arab Emirates, was designated with a secondary sanctions risk designation. The entity, also known as Alwaha Alsafra General Trading L.L.C., holds Economic Register Number 10948598 and is subject to License 770917. Limited Liability Company Pitersnab, a Russian entity with multiple locations in Saint Petersburg, was also designated. Pitersnab holds Tax ID Number 7802894972 and Registration Number 1217800085470, with an organization establishment date of June 1, 2021. The entity operates from several addresses across Saint Petersburg, including St. Repishcheva 14R, 13 Moskovskoe Highway, and Parnas, 5th Upper Lane, 15.
Both designations carry secondary sanctions risk as outlined in Section 11 of Executive Order 14024. These additions to the SDN List mean that U.S. persons are generally prohibited from engaging in transactions with these entities, and any assets they hold within U.S. jurisdiction or in the possession of U.S. persons are blocked. Financial institutions and other parties must screen their customers and transactions against OFAC's updated sanctions lists to ensure compliance. Entities already subject to OFAC sanctions or those seeking to engage in otherwise prohibited transactions may apply for specific licenses through OFAC's License Application Page.
