Na Ministrstvu za finance smo danes v javno obravnavo dali predlog zakona, ki bo urejal dostopnost in uporabo plačilnih sredstev. Predlog zakona med drugim ureja ustavno priznano pravico do uporabe gotovine, ponudnike blaga in storitev zavezuje k sprejemanju vsaj enega elektronskega plačilnega sredstva, hkrati pa uvaja brezplačni paket osnovnih plačnih storitev.

A significant addition to the original March 2026 draft, incorporated under the 2026–2030 coalition agreement, establishes a free basic payment services package for individuals receiving regular income. Eligible consumers—those receiving salaries, pensions, unemployment benefits, or scholarships—gain access to free services including account opening and maintenance, debit cards, online and mobile banking, unlimited inflows, cash transactions at their own bank, at least five free monthly automated teller machine withdrawals at other banks, and debit card payments. Vulnerable groups and pensioners receive expanded packages including free credit transfers, standing orders, and direct debits. The government aims to adopt the bill by September 2026 for submission to the National Assembly, targeting passage by year-end.
