TITLE: Florida Office of Financial Regulation Approves Settlement with Envios 22-24, Inc. and Francisco Ortega BODY: On July 10, 2026, the Florida Office of Financial Regulation (OFR) approved a Final Order resolving enforcement action against Envios 22-24, Inc. and Francisco Ortega, the company's chief executive and sole owner. The settlement concludes an examination of the money services business, which had operated under license number FT20800044 pursuant to Chapter 560, Florida Statutes. Envios surrendered its Money Services Business license on May 1, 2026. Under the Stipulation and Consent Agreement, Envios and Ortega consented to findings of four violations. The company failed to place customer property in segregated accounts at federally insured institutions, in violation of Section 560.208(4), Florida Statutes. Envios provided inaccurate money transmission volume information on its Form OFR-560-07, violating Rule 69V-560.402, Florida Administrative Code, and Section 560.114(1)(a), Florida Statutes. The company failed to maintain the required surety bond amount at all times, violating Rule 69V-560.402, Florida Administrative Code, and Section 560.209(5), Florida Statutes. Additionally, Envios failed to submit its annual financial audit report within 120 days after the end of the 2024 fiscal year, violating Section 560.209(2), Florida Statutes. As part of the settlement, Envios and Ortega agreed to cease and desist from violations of Chapter 560, Florida Statutes, and comply with all provisions thereof. The respondents are prohibited from acting as affiliated parties of any money services business licensed or required to be licensed by the OFR, and cannot apply for any license pursuant to Chapter 560, Florida Statutes, for 15 years from the Final Order's entry date. Both parties waived their rights to an administrative hearing and appeal.
