TITLE: Belo Horizonte Prohibits Fixed-Odds Betting Advertising on Municipal Properties and Near Schools

On July 13, 2026, the Mayor of Belo Horizonte, Álvaro Damião, signed Decree No. 19.654, which prohibits fixed-odds betting operators from advertising on street furniture, municipal properties, and public events. The decree amends Decree No. 14.060 of August 6, 2010, which regulates the Code of Conduct of the Municipality of Belo Horizonte. The measure applies to both static and digital advertising structures and extends to municipal concessions, permits, and authorizations.
The decree establishes a 100-meter exclusion zone around schools, museums, and public facilities and services intended for children, adolescents, and young people. Advertising structures directed at or likely to encourage betting by this public are prohibited within this radius. The restriction aims to protect minors from exposure to betting promotion and reduce the normalisation of gambling among vulnerable populations. The measure reflects growing municipal concern about the expansion of the betting market and its social impact, particularly on young people.
Municipal organs and entities have 15 working days from the decree's publication to review current administrative acts and contracts and cease dissemination of advertising materials that violate the prohibition. The decree entered into force on the date of its signing, July 13, 2026. Betting operators and advertising agencies operating within Belo Horizonte's jurisdiction must immediately comply with the new restrictions or face enforcement action by municipal authorities.
