TITLE: European Central Bank Publishes Frequently Asked Questions on Digital Euro Pilot BODY: On July 14, 2026, the European Central Bank (ECB) published comprehensive frequently asked questions addressing the digital euro pilot, a limited practical exercise designed to validate the technical, operational, and user readiness of a potential digital euro in real-world conditions. The pilot will enable a restricted group of individual end users—primarily Eurosystem staff—and selected merchants to make and receive payments using a beta version of the digital euro while the ECB and participating national central banks monitor performance and gather feedback. The pilot encompasses three phases: preparation (first half of 2026, with the call for expression of interest closing May 14, 2026); development (starting third quarter of 2026); and operations (starting second half of 2027, with a 12-month duration). The ECB selected 36 payment service providers (PSPs) from across the euro area to participate. The pilot will validate four prioritised use cases: online peer-to-peer transactions using a user alias or digital euro access number; offline peer-to-peer transactions via near-field communication; online business-to-person transactions at the point of sale via near-field communication; and online business-to-person transactions in e-commerce or mobile commerce. The pilot will take place at the ECB and 19 participating national central banks across euro area member states. Pilot PSPs will assume distributing or acquiring roles, enabling individual end users and merchants respectively to access pilot payment services. PSPs may outsource certain activities to technical service providers but remain fully responsible for compliance with all applicable regulatory requirements, including the Payment Services Directive (PSD2), General Data Protection Regulation, and the Anti-Money Laundering Regulation. PSPs will bear their own costs and may not charge participating end users fees for pilot payment services. The ECB and participating national central banks will provide operational support, including liquidity management assistance, throughout the pilot development and operational phases.
