TITLE: United States Treasury Department Sanctions Cyber-Related Malware Providers and Cuban Entities

On July 13, 2026, the United States Department of the Treasury's Office of Foreign Assets Control (OFAC) announced sanctions targeting cyber-related malware providers and Cuban entities, updating its Specially Designated Nationals and Blocked Persons List (SDN List).
OFAC added two individuals to the SDN List for cyber-related activities. Dmytro Rashevskyi, a Ukrainian national based in Dnipro, was designated for supporting ransomware attacks against Americans. OFAC identified multiple digital currency addresses associated with Rashevskyi across Bitcoin, Ethereum, Litecoin, Zcash, Dash, Tron, Dogecoin, and Solana networks. Yevgeniy Vladimirovich Silayev, a Belarusian national, was also designated under the cyber sanctions programme.
OFAC additionally designated First VPN Service, a Ukrainian computer programming entity established in October 2014, for providing infrastructure supporting ransomware operations. The designation includes multiple website domains, email addresses, and cryptocurrency wallet addresses associated with the entity.
Separately, OFAC designated ten Cuban entities and organisations under Executive Order 14404, including government ministries, state-owned enterprises, and civil society organisations. Designated entities include the Ministry of Tourism of Cuba, Grupo Empresarial de Transporte Marítimo Portuario, Grupo Empresarial del Comercio Exterior, Milicias de Tropas Territoriales, Rapid Response Brigades, and the Association of Combatants of the Cuban Revolution. Additionally designated were Corporación Antillana Exportadora SA, Coreydan SA, Enetec SA, and Organización Superior de Dirección Empresarial Caudal SA.
OFAC also issued Cuba-related Frequently Asked Question 1262 to provide guidance on compliance with Cuban sanctions programmes.
