TITLE: United Kingdom and European Union Impose Joint Sanctions on Russian Cyber Networks

On July 13, 2026, the United Kingdom and European Union announced their first joint cyber sanctions package targeting Russian state and cybercriminal networks responsible for malicious operations across Europe. The Foreign, Commonwealth & Development Office (FCDO) and the UK government sanctioned 24 individuals and entities, including senior Russian military intelligence officials and cybercriminal proxy networks linked to Russia's intelligence services.
The sanctions target key figures directing cyber and hybrid threat operations, including Vyacheslav Stafeyev, Ivan Senin, and Ivan Kasyanenko of the Russian military intelligence service's (GRU) cyber division. The UK and EU jointly attributed a cyber-attack on Poland's energy grid to Russia's Federal Security Service (FSB) Centre 16, which could have caused 500,000 citizens to lose electricity. The sanctions also address GRU Unit 29155's cyber division collaboration with cybercriminals, including the company IMPULS, to recruit hackers from Russian universities and academies. The UK further sanctioned individuals behind Lumma Stealer, a malicious software enabling cybercriminals to collect sensitive information from compromised devices; within six months, the National Crime Agency identified at least 2,100 UK victims. Additionally, the UK sanctioned 10 individuals associated with Rybar LLC, a media company resourced by the Russian state and responsible for spreading false narratives about Ukraine and interfering in elections across Moldova and Armenia.
The UK government stated these sanctions target networks propping up Russian state aggression and send a clear message that Russia cannot hide behind proxy groups. The action represents part of broader UK efforts to counter Russian hostile activity; to date, the UK has sanctioned over 3,400 targets related to Russia's war effort. The UK confirmed it will continue working with allies to disrupt malign activity, expose disinformation, and support Ukraine.
