TITLE: U.S. Department of the Treasury Designates Iranian Financier and Shadow Exchange Houses Under Sanctions Authority BODY: On July 10, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated Ali Ansari, a Dubai-based Iranian national, and three Iranian exchange houses, along with associated individuals and front companies, pursuant to multiple executive orders targeting Iran's financial sector and leadership. Ansari, who previously owned and directed the now-defunct Ayandeh Bank, has accumulated a global network of investment properties and financial holdings on behalf of Mojtaba Khamenei and other Iranian regime elites. OFAC determined that Ansari institutionalized large-scale embezzlement within the Iranian regime, diverting publicly funded wealth into an extensive overseas portfolio of real estate and commercial holdings across Germany, Luxembourg, Spain, the United Kingdom, Cyprus, and the United Arab Emirates through Saint Kitts and Nevis-based Smart Global Limited. Ansari was designated pursuant to Executive Order 13876, which targets the Supreme Leader of Iran and his affiliates, and Executive Order 13224, as amended, for acting on behalf of the Islamic Revolutionary Guard Corps (IRGC). OFAC also targeted three Iranian exchange houses—Mohammad Darbani and Partners Exchange General Partnership Company, Lavasani and Partners General Partnership Company, and Mohsen Khandan and Partners General Partnership Company—which collectively move billions of dollars annually on behalf of sanctioned Iranian banks using layers of shell companies to obscure illicit financial activity. These entities were designated pursuant to Executive Order 13902, which targets persons operating in Iran's financial sector. OFAC additionally designated the controlling partners of these exchange houses and two front companies: Hong Kong-based CDM Trading Limited and United Arab Emirates-based Naba Alzaki Raw Materials Trading LLC. All property and interests in property of designated persons within the United States or under U.S. control are now blocked. U.S. persons are prohibited from conducting transactions involving designated persons unless authorized by OFAC license. Violations may result in civil or criminal penalties.
