TITLE: Brazil's Ministry of Finance Announces New Advertising Rules for Online Betting BODY: On July 9, 2026, Brazil's Ministry of Finance announced that it will publish new regulations governing online betting advertising in the Official Gazette of the Union on July 10, 2026. Finance Minister Dario Durigan said the regulations impose mandatory warnings, restrict commentators and influencers from inducing betting behaviour, and establish severe penalties for non-compliance. The new rules require all betting advertisements to display warnings stating that gambling makes you lose money, gambling can be addictive, and gambling is not investing. These warnings follow the model used for medicines, cigarettes, and alcoholic beverages. The regulations prohibit commentators and experts from making statements that could mislead bettors or present betting as a financial solution or investment. A separate decree, issued jointly with the Ministry of Justice, prohibits media outlets and advertisers from broadcasting advertisements for unauthorised operators. Companies failing to comply face fines of up to 20 percent of their revenue and suspension for 180 days. Serious repeat offenses may result in revocation of authorisation to operate in the online betting market. Durigan said the government has already taken down 56,000 betting sites and almost 1,000 influencer profiles. The government has also mandated self-exclusion for almost one million bettors, including beneficiaries of social programs and participants in Desenrola, a debt renegotiation programme. Authorised betting operators have one week from publication, until July 17, 2026, to adapt to the new rules. The regulations represent the latest step in Brazil's betting sector oversight, following Congress's establishment of general rules in 2023 and the Ministry of Finance's creation of the Secretariat of Prizes and Betting in 2024.
