On July 9, 2026, the Utah Division of Consumer Protection, represented by the Office of the Utah Attorney General, announced a $45 million multistate settlement with Block, Inc., the company operating the peer-to-peer payments application Cash App. The settlement resolves allegations that Block misled consumers about Cash App's safety, failed to protect users from fraud, and did not provide promised fraud protection and resolution as required by law.
Block marketed Cash App as offering bank-equivalent protections while the company knew fraud on its platform was rising sharply. The company prioritised rapid expansion over security measures, targeting unbanked and underbanked consumers who relied on Cash App as their primary financial account. Block's practices facilitated fraud through minimal identity verification during sign-up, absence of phone support for years, and continuation of the Cash App Fridays social media promotion despite knowing fraudsters exploited it. Users faced extended account lockouts without access to funds and received no recourse when experiencing fraud, as Block failed to investigate unauthorized transactions and issue required refunds.
Under the settlement terms, Block must maintain 24-hour customer support with live phone support available at least 13.5 hours daily and live chat support at least 18 hours daily. The company must cease making false or misleading claims about Cash App's safety and fraud protections, discontinue marketing practices known to increase fraud, educate consumers about fraud types, and fulfil legal obligations to investigate fraud claims and reimburse users for unauthorized transactions. Utah will receive $482,183 from the settlement. Oregon and Texas led the investigation, with 46 states participating. Katie Hass, Director of the Division of Consumer Protection, said the settlement marks a pivotal step in safeguarding Utah consumers and holding Block accountable.
