TITLE: Brazil's Central Bank Publishes Version 9.0 of Open Finance Customer Experience Manual BODY: On July 9, 2026, the Central Bank of Brazil (BCB) published Normative Instruction BCB No. 760, which releases version 9.0 of the Manual of Customer Experience in Open Finance (Manual de Experiência do Cliente no Open Finance). The instruction, issued by the heads of the Department of Financial System Regulation (Denor) and the Department of Information Technology (Deinf), revokes Normative Instruction BCB No. 637 from June 13, 2025. Version 9.0 introduces significant updates to customer experience requirements for participating institutions in Brazil's Open Finance ecosystem. Key amendments include enhanced guidelines for payment transaction initiation journeys without redirection, specifically addressing successive payment configurations for Pix Automático and recurring scheduling. The manual now incorporates provisions for an optimised payment transaction initiation service journey that combines data sharing with payment services, and introduces requirements for credit portability service sharing journeys. Additional updates clarify mandatory client notifications regarding management environments during data-sharing completion stages and payment service initiation. The manual establishes four core principles for customer experience: security and privacy, agility, convenience and control, and transparency and clarity. Participating institutions must ensure frictionless data and service sharing journeys while preventing obstacles that discourage customer participation. The manual mandates that institutions provide clear, objective information throughout all sharing stages and establish consent management environments enabling customers to consult, modify, and revoke consents. Notably, institutions cannot create additional steps or employ stricter authentication methods for Open Finance sharing compared to standard account access procedures. The instruction enters into force on its publication date, July 9, 2026. However, amendments regarding transaction limits take effect October 1, 2026. The manual remains accessible on the Central Bank's website and the Open Finance Brazil Portal, maintained by participating financial and payment institutions. All participating institutions must comply with version 9.0 requirements.
