TITLE: Switzerland's Financial Market Supervisory Authority Publishes Liquidity Regulation for Banks and Securities Firms BODY: On July 7, 2026, the Swiss Financial Market Supervisory Authority (FINMA) published a new regulation governing liquidity risk management for banks and securities firms. The regulation, known as the FINMA Liquidity Regulation for Banks and Securities Firms (LiqV-FINMA), replaces the previous circular 2015/2 on liquidity risks for banks. This transition converts an existing circular into formal regulation to comply with proportionate regulatory requirements under Article 7, paragraph 1 of the Financial Market Supervision Act. FINMA conducted a consultation on the LiqV-FINMA from July 3, 2025 to September 29, 2025. The majority of respondents welcomed the conversion of the circular into regulation. The regulation includes limited substantive amendments addressing two key areas: information provision during emerging or existing liquidity shortfalls, and liquidity and financing planning. Both topics are newly incorporated into the Federal Council's liquidity regulation, which enters into force on January 1, 2027. FINMA will issue technical implementing provisions to support these requirements. The LiqV-FINMA applies to all Swiss banks and securities firms subject to FINMA's supervision. The regulation becomes effective on January 1, 2027, at which point FINMA will simultaneously repeal circular 2015/2. Banks and securities firms must ensure compliance with the new requirements by the effective date, particularly regarding enhanced liquidity planning and reporting obligations during periods of liquidity stress.
