TITLE: Financial Conduct Authority Publishes Landmark Review into Artificial Intelligence Impact on Retail Financial Services

On July 6, 2026, the Financial Conduct Authority (FCA) published The Mills Review, a comprehensive assessment of how artificial intelligence (AI) will reshape retail financial services for consumers, firms, markets and regulators by 2030 and beyond. Led by FCA executive director Sheldon Mills and commissioned by the FCA Board, the review represents the first work of its kind initiated by a regulator globally.
The Mills Review identifies four major AI-driven shifts likely to impact retail financial services: the transformation of firm operations; the evolution of consumer journeys; the reshaping of competition and market power; and the amplification of fraud and cyber risks. Research commissioned by the FCA and conducted by Yonder Consulting surveyed more than 5,000 UK retail financial services consumers in April 2026, revealing that one-fifth of people—equivalent to 11 million UK adults—are likely to use agentic AI capable of acting autonomously within pre-set goals. However, consumers expressed concerns about trust and control of AI systems.
The review outlines seven recommendations for the FCA Board and Executive, including securing and adapting the regulatory perimeter; strengthening system-wide coordination and oversight; monitoring the transition to autonomous models; scaling up the FCA's AI Lab; enabling foundations for agentic finance; building an AI-enabled agentic supervisory model; and developing a trusted public-interest AI-enabled financial capability service. While AI presents significant opportunities for improving access, personalisation and efficiency, the review warns it could amplify risks associated with fraud, cybersecurity, consumer harm and market concentration.
FCA Chair Ashley Alder said the recommendations build on existing FCA work, including allowing firms to test AI applications and the regulator's own use of AI to enhance supervisory effectiveness. The FCA will launch an AI good and poor practice publication later in 2026, drawing on direct engagement with firms to identify working practices, challenges and areas requiring further clarity.
