TITLE: United States Office of Foreign Assets Control Designates Mexican Drug Cartel Facilitators and Removes Russia-Related Designations

On June 30, 2026, the United States Department of the Treasury's Office of Foreign Assets Control (OFAC) updated its Specially Designated Nationals and Blocked Persons List (SDN List), adding individuals and entities linked to the Cartel de Jalisco Nueva Generación (CJNG) and removing Russia-related designations.
OFAC designated two individuals and nine entities to the SDN List under Executive Order 13224, as amended by Executive Order 13886, targeting criminal facilitators behind cross-border fuel smuggling schemes. The designated individuals include Oscar Guillermo Juraidini Silva and J. Refugio Ruiz Villagomez, both Mexican nationals. The designated entities include logistics and transportation companies based in Mexico (Jomadi Logistics and Cargo, S.A. de C.V.; Ahavat Logistics Solution, S.A. de C.V.; Soma Transporte y Servicios, S.A. de C.V.; OJ Living Trust, S.A.P.I. de C.V.; RK Real King, S.A. de C.V.; OF Transportes; and Ogui Fletes), a financial services entity (Centro Cambiario La Peseta, S.A. de C.V.), and a United Kingdom-based company (Cucumber Sweet Waves Ltd). All designations carry secondary sanctions risk under section 1(b) of Executive Order 13224.
OFAC simultaneously removed four India-based entities from the SDN List: RRG Engineering Technologies Private Limited, Lokesh Machines Limited, Galaxy Bearings Ltd, and Shaurya Aeronautics Private Limited. These removals relate to Russia-related sanctions designations under Executive Order 14024.
Additionally, OFAC published its Quarterly Report of Licensing Activities pursuant to Section 906(b) of the Trade Sanctions Reform and Export Enhancement Act (TSRA), covering January through March 2026. The report details OFAC's processing of license applications for exporting agricultural commodities, medicine, and medical devices to Iran.
