TITLE: Hong Kong Monetary Authority and Financial Services Bureau Complete First Phase of Distributed Ledger Technology Review BODY: On June 29, 2026, the Hong Kong Monetary Authority (HKMA) and the Financial Services and the Treasury Bureau (FSTB) jointly announced the completion of the first phase of a review examining the adoption of distributed ledger technology (DLT) in Hong Kong's fixed income market. The review, initially announced in the 2025-26 Budget, assessed the legal and regulatory environment for tokenised bond issuances. The first-phase findings indicate that Hong Kong's existing legal and regulatory framework is sufficiently flexible to support tokenised bond issuances. This conclusion is supported by three landmark Government tokenised bond issuances, with the most recent in November 2025 representing the world's largest digital bond at that time and the first to integrate tokenised central bank money through e-HKD and e-CNY. The review also noted a growing pool of corporate issuances from Asian and Middle Eastern issuers. To facilitate further market development, the Companies Registry (CR) issued Frequently Asked Questions (FAQs) on June 29, 2026, clarifying that debenture holder registers maintained using DLT satisfy record-keeping requirements under the Companies Ordinance (Cap. 622). This provides market certainty regarding DLT record-keeping compliance. The FSTB and HKMA will commence the second phase of the review in the second half of 2026, exploring legislative changes necessary for broader DLT adoption in fixed income markets and digital assets. The second phase will examine electronic execution of issuance documents for tokenised bonds, recognition of electronic signatures in trust creation, and concepts of possession and transfer for tokenised fixed income instruments. The authorities will coordinate these efforts with the Government's broader digitalisation initiatives and the Policy Statement 2.0 on Digital Assets Development published in June 2025.
