TITLE: Ukraine's Cabinet of Ministers Establishes Restrictions on Military Personnel Access to Gambling Facilities

On June 17, 2026, Ukraine's Cabinet of Ministers adopted Resolution No. 804, establishing a procedure to restrict military personnel from visiting gambling facilities and participating in gambling activities during the period of martial law in Ukraine, which was declared by Presidential Decree No. 64 on February 24, 2022.
The restriction mechanism applies to all military personnel registered in the State Register of Military Personnel. The procedure establishes that military personnel receive the same access restrictions to gambling facilities and participation in gambling activities as civilians already registered in the Register of Persons with Restricted Access to Gambling Facilities and/or Participation in Gambling Activities, as defined under the Law on State Regulation of Gambling Activities. Restrictions are implemented through automated data exchange between the Register of Persons with Restricted Access and the State Register of Military Personnel.
The procedure requires verified requests from gambling operators' online systems to the Register, confirmed by qualified electronic signatures. The Register then sends automated queries to the State Register of Military Personnel containing player information including surname, given name, patronymic, and taxpayer identification number. When data matches, gambling operators must deny the individual access to gambling facilities. If information exchange is temporarily unavailable or response times are exceeded, the individual is permitted access. All data processing must comply with Ukraine's data protection and information security legislation.
The Cabinet of Ministers directed the State Agency PlayCity and Ministry of Defence to establish electronic information exchange between the registers within six months of publication, with results to be published on the State Agency PlayCity website. The Ministry of Digital Transformation, State Border Guard Administration, and State Agency PlayCity must also address information exchange regarding State Border Guard personnel within the same timeframe. The resolution takes effect upon publication of the verification report confirming successful electronic information exchange between the State Agency PlayCity and Ministry of Defence, except provisions regarding the six-month implementation deadlines, which take effect immediately.
