TITLE: United States Office of Foreign Assets Control Designates Individuals and Entities Linked to Sudan's Civil War

On June 26, 2026, the United States Office of Foreign Assets Control (OFAC) added five individuals and four entities to its Specially Designated Nationals (SDN) List in response to networks fueling Sudan's civil war and exacerbating the humanitarian crisis.
The designated individuals include Alok Choudhari, based in Raipur, Chhattisgarh, India, linked to SBL Energy Limited; Jack Peter Derman Guzman and Fredy Alejandro Lopez Ocampo, both Panama-based and connected to Talent Bridge, S.A.; Tariq Hussain Muhammad Madani from Sudan, associated with Target Multiactivities Company Ltd; and Enrique Daniel Palacios Quintanilla from Panama City, also linked to Talent Bridge, S.A. The designated entities comprise Ports Engineering Company Ltd, a state-owned enterprise based in Port Sudan established in 1998 and engaged in civil engineering construction; SBL Energy Limited, an India-registered company established in 2002 and linked to Target Multiactivities Company Ltd; Target Multiactivities Company Ltd, a Khartoum-based entity established in 2009 engaged in chemicals and allied products wholesale; and Sudan Master Technology. All designations fall under Executive Order 14098 (SUDAN-EO14098), which authorizes sanctions targeting those responsible for or complicit in actions threatening Sudan's peace, security, or stability.
OFAC's SDN List designations prohibit U.S. persons from engaging in transactions with listed individuals and entities, and any assets held within U.S. jurisdiction are frozen. The designations target networks supplying resources to parties involved in Sudan's ongoing conflict. Individuals and entities seeking removal from the SDN List may submit petitions to OFAC demonstrating that their designation was made in error or that circumstances have changed materially.
