TITLE: Liberia's National Lottery Authority Revokes LIPAY Inc. Sports Betting Licence

On June 26, 2026, the National Lottery Authority (NLA) of Liberia revoked the sports betting licence of LIPAY Inc. and ordered the operator to cease operations immediately. An administrative hearing before the 6th Judicial Circuit Court found LIPAY in violation of multiple provisions of Gaming Regulation 001, specifically Sections 6.4, 6.9, 14.1(b), and 14.1(d).
The violations included failure to disclose material information, misrepresentation of its gaming licence, and allowing an unlicensed foreign entity to conduct activities outside the terms of its licence. These breaches created the false impression that an unlicensed foreign company was authorised to operate in Liberia. The NLA imposed fines totalling US$10,000 on the operator, comprising four separate penalties of US$2,500 for each identified violation. LIPAY was also ordered to cover damages relating to licence fees and operational activities conducted during the period of non-compliance. The regulator barred LIPAY from applying for or obtaining any gaming licence in Liberia for two years. All outcomes of the case, fines, and sanctions must be published in a newspaper at the operator's expense.
Pieter L. Solo, NLA director general, said the action reflects the regulator's commitment to enforcing gaming regulations and maintaining oversight of the sector. The NLA warned all licensed operators and those with foreign affiliations to comply with Liberia's licensing requirements and regulatory framework. The regulator emphasised its strict enforcement of compliance measures aimed at protecting consumers and maintaining standards within the country's gaming industry.
