TITLE: Commodities Futures Trading Commission Seeks Public Comment on Event Contracts Data Reporting Requirements

On June 25, 2026, the Commodities Futures Trading Commission (CFTC) published a Notice of Proposed Rulemaking (NPRM) seeking public comment on amendments to Parts 15, 16, and 17 of its regulations concerning data reporting requirements for certain event contracts.
The proposal establishes an alternate framework for reporting data related to fully collateralized event contracts, which have operated under staff no-action letters since 2017. The amendments would require certain reporting markets, futures commission merchants, clearing members, and foreign brokers to report certain event contracts pursuant to regulations in Parts 15 through 18, rather than the reporting regulations contained in certain sections of Parts 38, 39, 43, and 45. The CFTC said the proposal aims to replace the existing patchwork of no-action letters with clear, workable regulations that provide a sustainable long-term framework for event contracts. The proposal would add a new section 16.03, titled "Covered Event Contracts" to Part 16, concerning "Reports by Contract Markets and Swap Execution Facilities." This section would provide for reporting pursuant to sections 16.00, 16.01, Part 17, and Part 18 of the CFTC's regulations. CFTC Chairman Michael S. Selig said the proposal represents an important step in future-proofing the regulatory framework for event contracts and reflects the Commission's commitment to providing clear regulations rather than relying on temporary no-action letter guidance.
