TITLE: Brazil's Government Republishes Corrected Articles of Betting Regulation Decree BODY: On June 23, 2026, Brazil's Official Gazette of the Union republished three articles of Decree No. 13.033, which President Luiz Inácio Lula da Silva signed on June 19, 2026. The republication corrected inaccuracies identified in the original version of the decree, which regulates Article 21-A of Law No. 14.790 (enacted December 29, 2023). The corrected articles—Articles 4, 15, and 17—all relate to Brazil's federal mechanism for combating illegal fixed-odds betting operators. Article 4 specifies the mandatory content of irregularity reports issued by the Prizes and Betting Secretariat when identifying illegal operators. Reports must include complete identification of the irregular agent (including tax identification numbers), descriptions of supporting facts and evidence, details of websites and applications used for illegal exploitation, names of financial institutions holding accounts subject to freezing, lists of payment transactions identified in favour of the irregular operator, the legal basis for account freezes, and deadlines for the investigated party to exercise their right to challenge evidence and mount a full defence. The article permits supplementary investigation using information from the Central Bank of Brazil, the Special Secretariat of the Federal Revenue Service, the Public Prosecutor's Office, and police authorities, provided such data is not confidentiality-protected. Articles 15 and 17 establish post-administrative procedures. Article 15 permits appeals of asset forfeiture decisions to the Minister of State for Justice and Public Security within ten days of notification. Article 17 requires the Ministry of Justice and Public Security to forward case files to the Attorney General's Office for judicial action following exhaustion of administrative remedies. Forfeited assets revert to the Union. Attorney General Dario Carnevalli Durigan and Justice Minister Wellington César Lima e Silva countersigned the republication alongside President Lula.
