TITLE: Iceland's Official Gazette Publishes Regulation Amending Iran Sanctions Measures

On June 22, 2026, Iceland's Official Gazette published Regulation 702/2026, which amends Regulation 384/2014 on sanctions measures concerning Iran. The regulation was signed on June 11, 2026, by Iceland's Ministry of Foreign Affairs and implements European Union sanctions decisions adopted on March 30, 2026.
The regulation incorporates two key EU measures into Icelandic law. First, it references Council Decision (CFSP) 2026/762 of March 30, 2026, which modifies Council Decision 2010/413/CFSP on Iran sanctions. Second, it incorporates Council Regulation (EU) 2026/759 of March 30, 2026, which amends Regulation (EU) 267/2012 on Iran sanctions and repeals Regulation (EU) 961/2010. These EU measures reinstate sanctions against Iran related to nuclear matters, following the resumption of United Nations sanctions in accordance with UN Security Council Resolution 2231 (2015).
The amendments update references to dual-use goods and technology controls, replacing outdated provisions from Council Regulation (EC) 428/2009 with references to Regulation (EU) 2021/821 on export controls for dual-use items. The regulation reimposes restrictions on the direct or indirect supply, sale, or transfer of dual-use goods and technology to Iran for use in or benefit to Iran. Member states must notify each other and the European Commission within four weeks regarding authorisations granted for specified dual-use products and technology.
The regulation entered into force immediately upon publication. Sanctions lists identifying entities, items, technology, and other subjects of sanctions measures are published on the EU Official Journal website and the European Commission's sanctions portal, with updates automatically taking effect upon publication.
