TITLE: Bank of Russia Establishes Procedures for Digital Ruble Account Management and Tax Authority Communications BODY: On April 2, 2025, the Bank of Russia (Central Bank of the Russian Federation) issued Directive No. 6907-u establishing procedures for digital ruble account management and communications between tax authorities and digital ruble platform operators. The directive sets out the framework for tax authorities to transmit decisions regarding the suspension or cancellation of digital ruble account operations to platform operators in electronic form through the Unified System of Interdepartmental Electronic Interaction (СМЭВ). Platform operators must acknowledge receipt of tax authority decisions and verify their format compliance within one business day. Following verification, operators must submit notifications to tax authorities confirming acceptance or rejection of the documents, including the date and time the Bank of Russia placed the electronic package in its technical queue and the date and time verification was completed. The directive also establishes procedures for platform operators to submit communications to tax authorities containing information about digital ruble account balances for accounts subject to operational suspension. These communications must follow formats prescribed by the Tax Code of the Russian Federation and be submitted within timeframes specified in the Tax Code. Both tax authorities and platform operators must ensure receipt of communications and documents during business hours from 9:00 to 18:00 Moscow time (until 16:45 on Fridays). The directive applies to decisions regarding digital ruble accounts held by organizations and individuals specified in the Tax Code. The directive enters into force ten days after its official publication. It supersedes the Bank of Russia's previous directive on this matter, dated October 22, 2024 (No. 6907-u).
