TITLE: Finland's Ministry of The Interior Sends Proposed Amendments to Lottery and Gambling Acts for Consultation BODY: On June 18, 2026, Finland's Ministry of The Interior launched a consultation on proposed amendments to the Lottery Act (Arpajaislaki) and the Gambling Act (Rahapelilaki). The consultation period closes on August 13, 2026. The proposed amendments would enable scratch lottery tickets to be given as gifts. Scratch lottery tickets were brought within mandatory identification requirements at the beginning of 2024, which prevented prize redemption by anyone other than the ticket purchaser. This change eliminated the possibility of purchasing scratch tickets as gifts. The new proposals would modify regulations governing identified gambling and prize redemption to allow a prize contained within a scratch ticket to be redeemed by another adult who did not purchase the ticket. The ticket purchaser must be a registered player with Veikkaus Oy (the current monopoly operator) or, from July 1, 2027, with the holder of an exclusive operating licence in the new gambling system. The ticket could be purchased by a registered player who has identified themselves. The person redeeming the prize must be at least 18 years old, and Veikkaus Oy or the exclusive operating licence holder must verify the redeemer's age. The prize redeemer need not be a registered player with either entity. The government intends to submit its proposal to parliament during the autumn session of 2026. A temporary amendment to the Lottery Act is proposed to enter into force as soon as possible and remain in effect until July 1, 2027. The amendment to the Gambling Act is proposed to enter into force on July 1, 2027. The Ministry published a preliminary investigation on April 20, 2026, examining the possibility of prize redemption by persons other than the ticket purchaser. Responses to the consultation can be submitted until August 13, 2026.
