The AFM has highlighted three key ongoing obligations for credit providers: proportionate responsible lending (with a presumption of proportionality for credit repayable within three months), age verification using reliable sources such as iDIN or itsme, and preventive management of consumers experiencing financial difficulties with referrals to debt advice services. The AFM plans to update its Consumer and Collection Procedures guidance to incorporate these new standards. Applicants should note that licence applications are submitted at their own cost and risk, and assessments may not fully reflect the final regulatory framework. Licences will not take effect until the Dutch implementation law enters into force. Further details on registration procedures for large intermediaries, including conditions and costs, will be published later in 2026.
