TITLE: Sweden's Competition Authority Consults on Updated Competition Prioritisation Policy

On June 17, 2026, the Swedish Competition Authority (Konkurrensverket) launched a public consultation on its draft updated prioritisation policy. The authority receives a large volume of tips and complaints annually and uses a prioritisation policy to determine which competition matters warrant further investigation.
The Swedish Competition Authority's general approach focuses on investigating matters of general interest where its scrutiny can produce clear results, with the aim of promoting effective competition in both private and public sectors for consumer benefit and ensuring efficient public procurement. The updated prioritisation policy clarifies how the authority prioritises among problems brought to its attention and covers competition supervision, competition-promoting measures, public sales activities, and procurement supervision. The policy applies to initial prioritisation and investigation decisions and helps identify the most serious indicators among market signals the authority observes independently.
Key changes to the policy include: addition of a new section on competition-promoting measures (a new competition tool); replacement of the section on competition-restricting public sales activities with provisions covering the new Public Sales Act (LOS); introduction of a new section on merger control clarifying factors the authority considers when reviewing non-notifiable concentrations; and reordering, restructuring, and minor reformulations throughout, including updates regarding corruption.
The consultation period closes on August 14, 2026. Stakeholders can submit comments to konkurrensverket@kkv.se, with "Synpunkter på prioriteringspolicy, dnr 482/2026" in the subject line.
