This update is primarily an operational/prudential risk management amendment affecting multiple regulated entity types (ADIs, superannuation trustees, insurers) rather than a specific product or service offering.
While ADIs (authorized deposit-taking institutions) are mentioned as one category of regulated entities, the update is administrative and procedural in nature, focused on operational risk management standards rather than retail banking products or services.
Specialism
The update directly addresses operational risk management standards and requirements for APRA-regulated entities, including exemptions and contractual arrangements for material service providers, which are core operational resilience obligations.
Mandatory inheritance: Operational Resilience is a child of Supervision, so Supervision must be raised as the secondary tag.

TITLE: Australian Prudential Regulation Authority Finalises Targeted Amendments to Operational Risk Management Standard
BODY:
On April 30, 2026, the Australian Prudential Regulation Authority (APRA) released final targeted amendments to Prudential Standard CPS 230 Operational Risk Management (CPS 230), Prudential Practice Guide CPG 230 Operational Risk Management (CPG 230), and the corresponding Material Service Provider (MSP) Register template.
The amendments introduce limited exemptions from specific contractual requirements for material arrangements with certain categories of service providers where contractual compliance is not practicable. APRA identified categories of exempt service providers in an attachment to CPS 230. The updates to CPG 230 clarify APRA's expectations for managing material arrangements with exempt service providers. These amendments respond to feedback from regulated entities maintaining material arrangements with non-traditional service providers (NTSPs), which APRA consulted on in December 2025. The targeted changes better accommodate the operational needs of APRA-regulated entities, including authorised deposit-taking institutions (ADIs), superannuation trustees, and insurers, while maintaining prudential standards for operational risk management.
The updated CPS 230 and CPG 230 commence on July 1, 2026. The updated MSP Register template includes revised instructions and now accommodates arrangements with exempt service providers. APRA will issue an updated APRA Connect return for the 2026 submission in the coming weeks. All regulated entities must ensure compliance with the new requirements by the effective date. APRA has published the media release, response letter, final versions of CPS 230 and CPG 230, and the updated MSP Register template on its website.

APRA plans to release a final version of the standard, together with draft supporting guidance, in mid-2023. July 2022 On 28 July, APRA released for consultation a new prudential standard designed to strengthen the management of operational risk in the banking, insurance and superannuation industries.
