TITLE: United Kingdom's Office of Financial Sanctions Implementation Issues Largest Penalty for Russia Sanctions Breaches BODY: On June 17, 2026, the Office of Financial Sanctions Implementation (OFSI), part of HM Treasury, imposed a £1,000,920.59 penalty against Sabre Global Technologies Limited (SGTL) for breaching UK financial sanctions against Russia. The penalty represents the largest fine issued by OFSI since Russia's 2022 illegal invasion of Ukraine and marks the first penalty issued by OFSI for a circumvention offence. SGTL, a travel technology firm, provided Russian carrier Ural Airlines access to its Global Distribution System service for seven months following Ural Airlines' designation by the UK in May 2022. After SGTL's UK bank payments were blocked due to sanctions concerns, the firm actively sought alternative payment routes to circumvent UK sanctions, including requesting test payments be routed through a non-UK bank account. OFSI assessed the case as "most serious" due to SGTL's active circumvention of sanctions, continued provision of services after potential breaches were identified, and direct undermining of the sanctions regime's purpose. OFSI found that SGTL lacked effective senior oversight of sanctions compliance and was unable to properly assess or mitigate sanctions risks at the time of the breaches. This penalty represents the third case resolved under transitional arrangements in OFSI's new settlement policy, introduced in February 2026. SGTL made a voluntary disclosure to OFSI, cooperated with the investigation, and undertook remediation to improve future compliance. The UK has sanctioned more than 3,300 individuals, businesses, and ships under the Russia sanctions regime. The penalty notice is available on the OFSI website.
