TITLE: Philippines Amusement and Gaming Corporation Orders Replacement of Gambling Advertisements with Problem Gambling Helpline Materials

On June 9, 2026, the Philippine Amusement and Gaming Corporation (PAGCOR) issued a memorandum directing all gaming operators and related stakeholders to replace existing gambling advertisements with materials promoting the newly launched 24/7 National Problem Gambling Helpline (NPGH). The directive, issued by the Gaming Licensing and Development Department (GLDD), applies to all licensees, suppliers, gaming system administrators, gaming venue operators, and other concerned entities.
The replacement requirement covers all gaming-related advertisements displayed on billboards, wallscapes, digital displays, and other out-of-home advertising platforms currently carrying responsible gaming messages. PAGCOR Chairman and Chief Executive Alejandro H. Tengco said the initiative reflects the regulator's commitment to fostering a safer and more responsible gaming environment. The NPGH, launched on May 26, 2026 in partnership with the Seagulls Flock Organization Inc., operates as a 24/7 support platform staffed by trained para-counselors and mental health professionals providing confidential assistance and counseling for individuals struggling with gambling-related issues.
All advertising replacements must be completed on or before July 15, 2026 and remain in place until September 15, 2026. PAGCOR clarified that NPGH advertisements will not require approval from the Ad Standards Council (ASC), although an Exemption Certificate will be issued by the council. All concerned parties must submit a status report on ad replacement using the prescribed reporting template to the GLDD on or before July 16, 2026. Failure to comply will be subject to regulatory sanctions and other penalties imposed by the ASC. This directive forms part of PAGCOR's broader responsible gaming initiatives, following the agency's July 2025 order for immediate removal of all billboards and out-of-home gambling advertisements.
