TITLE: Spain's Aragon Region Notifies European Commission of Updated Gaming Regulation

Spain's autonomous community of Aragon notified the European Commission of its new General Gaming Regulation on June 16, 2026. The standstill period under the Services Directive (2006/123/EC) will expire on September 15, 2026.
The regulation consolidates and systematizes previously fragmented gaming legislation into a single unified text. It introduces administrative simplification measures, responsible gaming protections, user safeguards, and strengthened administrative control and inspection mechanisms. The regulation implements amendments introduced by Law 9/2023 (March 23, 2023), which modified Law 2/2000 (June 28, 2000) on gaming in Aragon.
A key provision requires gaming operators in certain subsectors to adopt the legal form of a joint-stock company (sociedad anónima). Aragon justifies this requirement as proportionate to achieving overriding reasons of public interest, including consumer and user protection, fraud prevention, anti-money laundering, public order maintenance, and protection of minors and vulnerable groups. The joint-stock structure strengthens transparency, economic soundness, financial stability, and corporate control. The measure does not prevent market access for operators from other European Union member states, which may operate through equivalent legal forms under their respective jurisdictions or through appropriate corporate transformation.
The regulation incorporates responsible gaming measures aligned with Aragon's 2025-2028 Dependency Prevention Plan and includes specific regulatory measures for gaming machines installed in food and beverage establishments. Administrative simplification measures include harmonized timelines, reduced documentation requirements, and responsible declarations in certain procedures, reducing compliance burdens for economic operators. The regulation addresses gaming machine placement near schools, vulnerable group protection, and fraud prevention through enhanced control, inspection, and surveillance mechanisms.
