TITLE: Finland's Ministry of the Interior Sends Four Gambling Regulation Drafts for Public Consultation BODY: On June 10, 2026, Finland's Ministry of the Interior (Inrikesministeriet) released four draft regulations based on the Gambling Act (penningspelslagen) for public consultation. The consultation period runs until August 5, 2026. The draft State Council regulation addresses the organisation of gambling for holders of exclusive licences and establishes provisions on payout percentages, maximum numbers of gaming machines at gambling venues, maximum numbers of gambling halls, and maximum numbers of gaming machines and casino games in halls and casinos. The ministry proposes reducing the maximum number of gambling halls and gaming machines to reflect changes in the operating environment, as gambling participation and the number of gambling placement locations have declined. Three draft Ministry of the Interior regulations cover: rules for gambling games organised by exclusive licence holders, including betting games, scratch lotteries, web lotteries, gaming machine games, and casino games; organisation of gambling on a competitive market, including provisions on maximum permitted stakes in online casinos and characteristics of electronic gaming machines; and timeframes for prize redemption across different gambling game types. These regulations form part of the ongoing legislative reform of Finland's gambling system. The ministry has prepared the regulations it determined appropriate to issue at this stage as part of the new gambling system legislation. Stakeholders and interested parties may submit responses to the consultation through the official feedback portal at utlåtande.fi. The consultation closes on August 5, 2026.
