TITLE: Office of the Comptroller of the Currency Proposes Reporting Forms for Payment Stablecoin Issuers

On June 11, 2026, the Office of the Comptroller of the Currency (OCC) published OCC Bulletin 2026-24, proposing new information collection requirements for permitted payment stablecoin issuers and foreign payment stablecoin issuers subject to OCC jurisdiction under the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act.
The OCC is proposing two mandatory reporting forms. The first is a weekly confidential reporting form (OCC Reporting Form PS-01, Payment Stablecoin Activity and Reserve Weekly Reporting) that permitted payment stablecoin issuers must complete for each payment stablecoin it issues. The second is a quarterly reporting form (OCC Reporting Form PS-02, Permitted Payment Stablecoin Issuer and Foreign Payment Stablecoin Issuer Reports of Condition and Income) that both permitted payment stablecoin issuers and foreign payment stablecoin issuers must submit. These forms are part of the OCC's implementation of the GENIUS Act requirements regarding payment stablecoin issuance and related activities by entities under OCC jurisdiction. The proposal follows the OCC's March 2, 2026 proposed rule implementing GENIUS Act requirements. The reporting forms and instructions aim to provide the OCC with regular oversight data on stablecoin activities and financial condition. The OCC emphasises its commitment to reducing paperwork burden on respondents in accordance with the Paperwork Reduction Act of 1995 (PRA).
The public comment period extends 60 days from publication of the information collection in the Federal Register. Interested parties, particularly chief executives of national banks, federal savings associations, and federal branches and agencies, are invited to submit comments.
