TITLE: Finland's Ministry of the Interior Submits Four Gambling Regulation Draft Decrees for Consultation BODY: On June 10, 2026, Finland's Ministry of the Interior submitted four draft decrees based on the Gambling Act to public consultation. The consultation period closes on August 5, 2026. The draft decrees address multiple aspects of Finland's gambling system reform. A Government Decree draft covers the implementation of gambling games by exclusive licence holders and establishes rules for payout percentages, maximum numbers of gaming machines at gaming points, maximum numbers of gaming halls, and maximum numbers of gaming machines and casino games in gaming halls and casinos. The Ministry proposes reducing maximum numbers of gaming halls and gaming machines to reflect changes in the operating environment resulting from decreased gambling participation and reduced gaming locations. Three Ministry of the Interior Decree drafts address: rules for gambling games offered by exclusive licence holders, including betting games, scratch cards, online lotteries, gaming machine games, and casino games; implementation of gambling games in competitive markets, including maximum permitted stakes for online casino games and specifications for online gaming machine games; and rules governing when prize redemption periods commence for different gambling game types. These draft decrees form part of the ongoing gambling system reform legislative project. The Ministry has prepared the Government and Ministry decrees it determined appropriate to introduce at this stage as part of the new gambling system legislation.
