TITLE: Washington Division of Consumer Services Issues Enforcement Action Against Bitcoin Depot Operating LLC and Brandon Taylor Mintz BODY: On June 8, 2026, the Washington Department of Financial Institutions (DFI) Division of Consumer Services issued a Statement of Charges against Bitcoin Depot Operating LLC (NMLS #1886902) and Brandon Taylor Mintz (NMLS #2000578), the company's responsible individual since December 2020. The enforcement action alleges multiple violations of Washington's Uniform Money Services Act (RCW 19.230) and related regulations. The Statement of Charges alleges that Bitcoin Depot operated virtual currency kiosks that charged customers markups of up to 42 percent above market prices, resulting in consumers receiving significantly less cryptocurrency than fair market value. For example, a customer purchasing $1,000 worth of Bitcoin would receive only approximately $580 in fair market value. The DFI identified deficiencies across multiple compliance areas, including an inadequate anti-money laundering program with insufficient transaction monitoring and know-your-customer procedures; failure to timely and accurately file currency transaction reports; delinquent renewal of money services business registration with FinCEN; inadequate funds transfer recordkeeping; failure to maintain required tangible net worth and surety bond levels; failure to timely report material changes and significant events; unauthorized agent relationships; and failure to provide required virtual currency disclosures on over 30,000 transactions. The DFI also noted that Bitcoin Depot filed 60 percent of suspicious activity reports on first-time users and lacked monitoring rules based on age, despite fraud victims being predominantly over 60 years old. The DFI's Notice of Intent to Enter Order seeks revocation of Bitcoin Depot's money transmitter license, prohibition of both respondents from participating in money transmitter affairs for ten years, a fine of $1,500,000 against Brandon Taylor Mintz, an investigation fee of $4,425, and recovery of prosecution costs. Respondents may request an administrative hearing to contest the charges. For inquiries, contact the Consumer Services Division Enforcement unit at (360) 902-8703 or csenforcecomplaints@dfi.wa.gov.
