The European Banking Authority (EBA) today published a Discussion Paper which proposes a simplified process for small and non-complex institutions (SNCIs) when implementing the Pillar 3 Data Hub (P3DH). The objective is to gather stakeholder feedback on a streamlined approach under which the EBA would collect and perform the calculation and publication of Pillar 3 disclosures for SNCIs, thereby reducing the burden for the latter.

TITLE: European Banking Authority Launches Discussion Paper on Pillar 3 Data Hub for Small Banks BODY: On June 8, 2026, the European Banking Authority (EBA) published a Discussion Paper proposing a simplified process for small and non-complex institutions (SNCIs) implementing the Pillar 3 Data Hub (P3DH). The proposal aims to reduce operational burden by allowing the EBA to collect supervisory reporting data and calculate and publish Pillar 3 disclosures on behalf of SNCIs, rather than requiring institutions to manage their own disclosure processes. The P3DH is a centralised platform on the EBA website providing access to Pillar 3 information under the Capital Requirements Regulation (CRR) disclosure framework. The platform went live for large and other institutions on January 26, 2026. The Discussion Paper outlines the proposed methodology for calculating Pillar 3 disclosures for SNCIs and details the expected timeline for first publication of information to these institutions. By providing a single access point to standardised Pillar 3 information, the P3DH is expected to improve transparency, comparability, and accessibility of data for institutions and supervisors. Under Article 434(4) of the CRR, the EBA is mandated to prepare and publish Pillar 3 disclosures for SNCIs based on supervisory reporting data submitted to competent authorities. The EBA also published an updated P3DH frequently asked questions document and related information technology solutions for large and other institutions, clarifying procedures for nominating contact persons to receive notifications upon publication of Pillar 3 information. The consultation period closes on July 20, 2026. The EBA will hold a public hearing on July 1, 2026, from 15:00 to 16:30 Central European Summer Time. Registration closes on June 26, 2026, at 16:00 Central European Summer Time. Responses can be submitted via the dedicated EU Survey portal. The feedback received will inform finalisation and implementation of the SNCIs process and calculation methodology.
