TITLE: European Banking Authority Launches Discussion Paper on Pillar 3 Data Hub Process for Small and Non-Complex Institutions BODY: On June 8, 2026, the European Banking Authority (EBA) published a discussion paper outlining its proposals for extending the Pillar 3 Data Hub (P3DH) to Small and Non-Complex Institutions (SNCIs). The P3DH is a centralised platform on the EBA website that facilitates access to Pillar 3 prudential information, which went live for large and other institutions on January 26, 2026. The discussion paper focuses on the calculation methodology, supervisory reporting requirements, publication dates, and operational processes for implementing the P3DH for SNCIs. Under the Capital Requirements Regulation (CRR), the EBA is mandated to prepare and publish Pillar 3 disclosures for SNCIs based on supervisory reporting data submitted to competent authorities, rather than having institutions submit processed disclosures directly. The EBA proposes a staggered implementation approach. The first publication, scheduled for Q4 2026 with reference date December 2025, will cover only the EU KM1 template (Key Metrics) for all SNCIs, as this template applies to all institutions and all required data points are currently available in the supervisory reporting framework. For non-listed SNCIs, this represents their complete Pillar 3 disclosure obligation as of December 2025. Listed SNCIs will continue publishing additional requirements through their own channels during the transition phase. The EBA proposes end-September as the publication date for non-listed SNCIs under steady state, and end-April for listed SNCIs, aligned with financial reporting deadlines under the Transparency Directive. For remuneration information applicable to listed institutions, publication would occur end-June. A pilot exercise with volunteering SNCIs will test the calculation methodology ahead of broader implementation. A complete publication of all applicable Pillar 3 requirements is envisaged in 2028 for reference date December 2027. The EBA helpdesk (p3dh@eba.europa.eu) will support SNCIs throughout the process. The consultation period closes on July 20, 2026. Responses should address the specific questions outlined in Annex II of the discussion paper and provide evidence supporting views expressed. The EBA will finalise the process considering feedback received and will publish final calculation methodology for remaining templates following consultation before implementation.
