TITLE: Ireland's Government Publications Office Implements European Union Restrictive Measures Concerning Russia Regulations

On May 27, 2026, Ireland's Minister for Finance, Simon Harris, made Statutory Instrument (S.I.) No. 228/2026, which implements European Union (EU) restrictive measures concerning Russia into Irish law. The regulation gives effect to Council Regulation (EU) No. 2024/1485 of May 27, 2024, and Council Regulation (EU) 2024/2642 of October 8, 2024, as amended by subsequent European implementing regulations and acts.
The regulations establish criminal offences for contravention of specified provisions within both council regulations. Persons who breach the regulations face penalties on summary conviction of a class A fine or imprisonment for up to 12 months, or both. On conviction on indictment, penalties increase to fines not exceeding €500,000 or imprisonment for up to three years, or both. The regulations also empower competent authorities in Ireland to issue written directions for administration and enforcement purposes; failure to comply with such directions within specified timeframes constitutes an offence attracting a class A fine or imprisonment for up to six months on summary conviction. Directors, managers, and officers of body corporates may be held personally liable for offences committed with their consent, connivance, or attributable to their neglect. The regulations extend to acts committed outside Ireland by Irish citizens, with prosecutions requiring Director of Public Prosecutions consent. The regulations revoke the previous European Union (Restrictive Measures concerning Russia) (No. 4) Regulations 2026 (S.I. No. 174 of 2026).
The notice of this statutory instrument's making was published in Iris Oifigiúil on June 2, 2026. The regulations apply to all persons and entities subject to Irish jurisdiction.
