TITLE: U.S. Department of the Treasury Sanctions Rebel Commanders Operating in Democratic Republic of the Congo BODY: On June 2, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) imposed sanctions on two rebel commanders operating in the Democratic Republic of the Congo (DRC): Gustave Kubwayo, commander of an intelligence and special operations unit for the Democratic Forces for the Liberation of Rwanda (FDLR), and John Imani Nzenze, an M23 commander and chief of intelligence for the Rwanda-backed March 23 Movement (M23). FDLR and M23 are U.S.- and United Nations (UN)-designated armed groups with documented histories of human rights abuses, regional destabilization, violent occupation of territory, and civilian killings in eastern DRC. FDLR, formed in 2000 from remnants of the ex-Rwandan Armed Forces, finances its activities through looting, unlawful taxation, kidnapping for ransom, and illegal logging. M23, which first emerged in 2012, currently controls Goma and Bukavu, the provincial capitals of North and South Kivu provinces, following captures in January and February 2025. M23's military campaigns have claimed thousands of civilian lives and created a mass displacement crisis. Treasury Secretary Scott Bessent said the sanctions support peaceful resolution of the decades-long conflict and address the humanitarian crisis exacerbating in the region. The United States expects the DRC to neutralize FDLR and affiliated groups, and expects Rwanda to withdraw its troops and military equipment from the DRC and cease all support to M23, consistent with commitments outlined in the Washington Accords for Peace and Prosperity of December 4, 2025. As a result of the designations, all property and interests in property of Kubwayo and Nzenze within the United States or in the possession or control of U.S. persons are blocked. U.S. persons are generally prohibited from engaging in transactions involving the designated individuals unless authorized by OFAC. Violations may result in civil or criminal penalties.
