TITLE: Thailand's Bank of Thailand Publishes Financial Service Fee Standards and Credit Card Business Regulations BODY: On June 2, 2026, the Bank of Thailand (BOT) issued two proclamations establishing standardized service fee guidelines and credit card business regulations. The proclamations, numbered 23/2569 and 24/2569, were published in the Royal Gazette on June 1, 2026, and take effect from the day following publication, with certain provisions phased in over subsequent months. Proclamation 23/2569 establishes standardized service fee criteria applicable to all financial institutions and non-bank credit card operators. The BOT aims to ensure financial service users receive fair treatment, access to financial products and services at appropriate rates reflecting actual service costs, and transparent disclosure of information sufficient for informed decision-making. The proclamation addresses concerns that some financial institutions charge fees inconsistent with actual costs—particularly where technological changes have reduced or eliminated costs yet fees remain unchanged—and where wide fee variations across service providers suggest excessive charges or unclear cost justification. The proclamation covers four service categories: deposit-related services, electronic card services, payment transaction services, and small and medium-sized enterprise (SME) credit services. Specific fee caps apply to each category. For example, deposit account statements in paper format are capped at 100 baht per request, while electronic statements carry no fee. Automated teller machine (ATM) and debit card fees combined cannot exceed 150 and 200 baht annually respectively. Cross-border transaction fees are capped at 0.05 percent of transaction value. SME credit services face front-end fees not exceeding 2.5 percent of approved credit lines up to 15 million baht. Proclamation 24/2569 amends credit card cash withdrawal fee regulations. The BOT prohibits service providers from raising fees in regulated categories or imposing new fees to offset reduced revenue from the new standards. Phased implementation occurs on July 1, September 1, and October 1, 2026, allowing institutions time to adjust systems and customer communications.
